The room, like the rest of the eerily sparse house where officials who arranged the meeting said he lived, seemed almost staged, decorated with a family portrait, a potted plastic plant and a wall clock that had stopped.<\/p>\n\n\n\n<p>His words at times sounded as rigidly scripted as the government\u2019s propaganda. \u201cNow I know what is right and wrong, and what is legal and illegal,\u201d he said.<\/p>\n\n\n\n<p>In late July, the government said most detainees had been released from the indoctrination camps built to&nbsp;<a href=\"https:\/\/www.independent.co.uk\/news\/world\/asia\/china-halal-arabic-muslim-islamic-shop-signs-beijing-xinjiang-uighur-a9032771.html\">eliminate what it described as the threat of Islamic radicalism<\/a>&nbsp;and anti-government sentiment among the overwhelmingly Muslim population of Uighurs in the Xinjiang region in China\u2019s northwest.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/static.independent.co.uk\/s3fs-public\/thumbnails\/image\/2019\/08\/10\/13\/urn-publicid-ap.org-a4af08d894b1446cadc780d15d19dc85.jpg?width=1000&amp;height=614&amp;fit=bounds&amp;format=pjpg&amp;auto=webp&amp;quality=70&amp;crop=16:9,offset-y0.5\" alt=\"10 August 2019\"\/><\/figure>\n\n\n\n<p>But reporters from<em>&nbsp;The New York Times<\/em>&nbsp;found, over seven days of travelling through the region, that the&nbsp;<a href=\"https:\/\/www.independent.co.uk\/news\/world\/asia\/china-muslims-re-education-camps-amnesty-uighur-religion-human-rights-watch-a8678156.html\">vast network of detention camps<\/a>erected by the government of China\u2019s authoritarian leader, Xi Jinping, continues to operate and even expand.<\/p>\n\n\n\n<figure><iframe src=\"about:blank\" height=\"453\"><\/iframe><\/figure>\n\n\n\n<p>These camps, large and small, remain swaddled in heavy security and secrecy, despite the Chinese government\u2019s new pledge of transparency. There are five major ones around Hotan, a city in southern&nbsp;<a href=\"https:\/\/www.independent.co.uk\/topic\/xinjiang\">Xinjiang<\/a>, including the one where Mr Kebayir said he was detained.<\/p>\n\n\n\n<p>Recent satellite images showed that a new detention facility has risen in the desert across the road from his former camp, surrounded by high walls and telltale watchtowers.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Watch more<\/h2>\n\n\n\n<ul class=\"wp-block-list\"><li><a href=\"https:\/\/www.independent.co.uk\/news\/world\/asia\/china-uighur-muslim-people-move-homes-xinjiang-china-religion-a8648561.html\"><\/a><a href=\"https:\/\/www.independent.co.uk\/news\/world\/asia\/china-uighur-muslim-people-move-homes-xinjiang-china-religion-a8648561.html\">One million Chinese people &#8216;move uninvited into Muslim homes&#8217;<\/a><\/li><\/ul>\n\n\n\n<p>Efforts by&nbsp;<em>New York&nbsp;Times<\/em>&nbsp;reporters to approach the camps, factories and other religious sites were repeatedly blocked by plainclothes security officials \u2014 often giving outlandish explanations.<\/p>\n\n\n\n<p>Men claiming to be construction workers pulled power cables across the road near the camp where Mr Kebayir was held and said the scene was too dangerous for anyone to pass. When the reporters were later some distance away, the road promptly reopened.<\/p>\n\n\n\n<p>Since last year, evidence has also pointed to a<a href=\"https:\/\/www.independent.co.uk\/news\/world\/asia\/uighur-muslim-china-mihrigul-tursun-torture-reeducation-camps-a8656396.html\">&nbsp;system of forced labour linked to the camps.<\/a><\/p>\n\n\n\n<p>Factories being built nearby provide a place to transfer detainees whom officials consider sufficiently \u201creformed,\u201d like Mr Kebayir now, while keeping them under government supervision.<\/p>\n\n\n\n<p>Critics say this is simply another form of subjugation.<\/p>\n\n\n\n<p>\u201cI always thought the government was backing itself into a corner with its policies in Xinjiang,\u201d said Sean R. Roberts, a professor at George Washington University who studies the region. \u201cI can\u2019t imagine that the process of backing out of it is going to be very quick at all.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/static.independent.co.uk\/s3fs-public\/thumbnails\/image\/2019\/07\/10\/23\/Uighurs.jpg\" alt=\"\"\/><figcaption>China justifies the secretive camps as &#8216;re-education&#8217; amid international outcry over human rights concerns for&nbsp;Uighur&nbsp;Muslims in the&nbsp;Xinjiang&nbsp;(AFP)<\/figcaption><\/figure>\n\n\n\n<p>The communist government\u2019s<a href=\"https:\/\/www.independent.co.uk\/news\/world\/asia\/china-uighur-muslim-internment-re-education-camps-detention-xinjiang-a8586811.html\">&nbsp;narrative of redemption through state-enforced \u201cre-education,<\/a>\u201d despite its dystopian echoes, remains the justification for the camps.<\/p>\n\n\n\n<p>The camps have already swallowed up one&nbsp;million Muslims or more, by most estimates,&nbsp;<a href=\"https:\/\/www.independent.co.uk\/news\/world\/asia\/china-uighurs-muslim-xinjiang-weddings-minority-communist-party-a8661006.html\">wrenching them from their families and homes<\/a>&nbsp;and subjecting them to what activists, relatives of detainees and former detainees describe as stressful, even debilitating, indoctrination.<\/p>\n\n\n\n<p>Detainees, they say, are forced to denounce their religious beliefs and embrace the ideology of the Communist Party.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Watch more<\/h2>\n\n\n\n<ul class=\"wp-block-list\"><li><a href=\"https:\/\/www.independent.co.uk\/news\/world\/asia\/china-muslims-re-education-camps-amnesty-uighur-religion-human-rights-watch-a8678156.html\"><\/a><a href=\"https:\/\/www.independent.co.uk\/news\/world\/asia\/china-muslims-re-education-camps-amnesty-uighur-religion-human-rights-watch-a8678156.html\">Chinese &#8216;re-education camps run like concentration camps&#8217;<\/a><\/li><\/ul>\n\n\n\n<p>The establishment of the detention and re-education system \u2014 which Secretary of State Mike Pompeo recently called \u201cthe stain of the century\u201d \u2014 has generated the&nbsp;<a href=\"https:\/\/www.independent.co.uk\/news\/world\/asia\/uighur-muslims-china-reeducation-camps-un-intervene-torture-a8670481.html\">harshest criticism of<\/a><a href=\"https:\/\/www.independent.co.uk\/news\/world\/asia\/china-uighur-muslim-camps-xinjiang-human-rights-internment-barbel-kofler-germany-a8667886.html\">&nbsp;China\u2019s record on human rights<\/a>since the bloody Tiananmen crackdown in 1989.<\/p>\n\n\n\n<p>The government seems more eager to&nbsp;<a href=\"https:\/\/www.independent.co.uk\/news\/world\/asia\/china-uighur-muslim-camps-xinjiang-human-rights-internment-barbel-kofler-germany-a8667886.html\">quell international outrage over the camps<\/a>&nbsp;than to begin to wind down the far-flung system it has built over the past two years.<\/p>\n\n\n\n<p>It&nbsp;<a href=\"https:\/\/www.independent.co.uk\/news\/world\/asia\/china-mass-detentions-uighur-muslims-un-letter-human-rights-a9003281.html\">remains unapologetically proud of the centres<\/a>, which were established in a region that experienced a string of deadly attacks up until 2016, especially targeting ethnic Chinese and government buildings.<\/p>\n\n\n\n<p>The chairman of the Xinjiang regional government, Shohrat Zakir, declared that the re-education system was accomplishing its goal of eliminating radicalism and separatism.<\/p>\n\n\n\n<p>Whether the government succeeds in stamping out the threat of terrorism remains to be seen. Authorities in Xinjiang have taken some steps to relax the suffocating surveillance and travel restrictions on Uighurs and others in the region.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/static.independent.co.uk\/s3fs-public\/thumbnails\/image\/2019\/08\/10\/11\/xi-jinping.jpg\" alt=\"\"\/><figcaption>Chinese president Xi&nbsp;Jinping&nbsp;has built a vast surveillance network over its&nbsp;Uighur&nbsp;Muslim population, amid reports they are being persecuted because they are perceived as an ethnic threat (Getty Images)<\/figcaption><\/figure>\n\n\n\n<p>Security in major cities in southern Xinjiang has visibly eased somewhat, including in Hotan, Yarkand and Kashgar, all centers of Uighur traditions and resistance to Chinese dominance.<\/p>\n\n\n\n<p>There are fewer checkpoints now, though residents have to pass through scanners with facial-recognition software when they move between cities.<\/p>\n\n\n\n<p>Zakir, the regional chairman, welcomed visitors to the region to see the changes for themselves, but it is clear authorities are not yet prepared to allow unfettered access.<\/p>\n\n\n\n<p>Local officials instead offered to organise visits and interviews that, in some cases, did more to raise questions than to dispel them.<\/p>\n\n\n\n<p>Kebayir\u2019s village, a farming settlement reclaimed out of the desert after 2014 and called Harmony New Village, also has a smaller re-education centre&nbsp;that continues to hold more than 300 local Uighurs, ages 24 to 41, according to Wuergulia Ashim, an official there.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Watch more<\/h2>\n\n\n\n<ul class=\"wp-block-list\"><li><a href=\"https:\/\/www.independent.co.uk\/news\/world\/asia\/china-uighur-muslim-education-camps-forbidden-beards-pray-pork-xinjiang-a8835861.html\"><\/a><a href=\"https:\/\/www.independent.co.uk\/news\/world\/asia\/china-uighur-muslim-education-camps-forbidden-beards-pray-pork-xinjiang-a8835861.html\">Muslims forced to eat pork in China&#8217;s re-education camps<\/a><\/li><\/ul>\n\n\n\n<p>The centre&nbsp;offered a model of how the Chinese government describes the indoctrination camps \u2014 a kind of boarding school and training centre&nbsp;that turns local residents into loyal citizens.<\/p>\n\n\n\n<p>Former detainees have disputed this description of these centres, saying that life inside the camps is far harsher and that inmates included professionals and officials who were not in need of job training.<\/p>\n\n\n\n<p>Ashim said \u201cmore and more\u201d of the detainees, whom she called students, were \u201cgraduating\u201d from the centre. They are confined from Monday morning to Saturday afternoon, when they are allowed to return home briefly.<\/p>\n\n\n\n<p>\u201cSociety is increasingly stable, and fewer and fewer people are infected with extremist thought,\u201d she added.<\/p>\n\n\n\n<p>The impeccably neat, six-story building was built in 2017 and has a capacity of 447 people.<\/p>\n\n\n\n<p>Detainees sleep six to room. There is a music room, an art room, a library with books mostly in Chinese, a room to learn how to give manicures and another to learn to cut hair.<\/p>\n\n\n\n<p>There was also a psychological counselling room. \u201cHave a heart-to-heart,\u201d read a sign on the wall. \u201cYour secrets are my responsibility.\u201d<\/p>\n\n\n\n<p>The walls of classrooms were decorated with Communist Party adages and displayed samples of exemplary class work. \u201cI have achieved true happiness because I was born in a country that is prosperous, strong and democratic,\u201d one essay read. \u201cHow happy we are!\u201d<\/p>\n\n\n\n<p>Even the carefully choreographed meeting with Mr&nbsp;Kebayir, conducted over an impressive spread of glass dishes bearing bread, fruits and nuts, faltered under questioning.<\/p>\n\n\n\n<p>A seemingly rehearsed monotone slipped when the conversation turned to details of Kebayir\u2019s detention, and one official tried to cut him off. A question about how many detainees were housed with Mr Kebayir, an official said angrily, was a leading one.<\/p>\n\n\n\n<p>By his account, Mr Kebayir was now earning a decent wage \u2014 2,100 yuan last month, about $300 \u2014 stitching soles onto leather shoes at one of the new factories. Before he entered the camp, he said, he struggled as a poorly educated farmer, growing corn and walnuts, for which Hotan is famous.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/static.independent.co.uk\/s3fs-public\/thumbnails\/image\/2019\/03\/20\/16\/china-camp.jpg\" alt=\"\"\/><figcaption>More than a million&nbsp;Uighurs&nbsp;are being held in re-education camps in China&#8217;s&nbsp;Xinjiang&nbsp;region (Reuters)<\/figcaption><\/figure>\n\n\n\n<p>He paused awkwardly when pressed about details of his re-education. The closet held nothing except for a few dresses, and the refrigerator was empty except for a plate of uncooked dough. There were no toys around for their toddler.<\/p>\n\n\n\n<p>Only hours later, Kebayir and his wife and daughter were no longer at the house and could not be reached, not even through the officials who set up the interview.
