The fact that there are thousands of Uyghurs and other ethnic minorities who are systematically being persecuted for what they believe or what ethnicity they identify with is absolutely unacceptable and demands a response.<\/p>\n\n\n\n<p>\u201cThis legislation sends a message that impunity is no longer provided to the Chinese government as it continues to inflict horrors upon its own people. Hundreds of thousands of people with no idea what has happened to their loved ones deserve better from all countries that are able to put pressure on the Chinese government to provide answers and reveal information on its camps.\u201d<\/p>\n\n\n\n<p><strong>Background and Context<\/strong><\/p>\n\n\n\n<p>Amnesty International\u2019s 2018 briefing&nbsp;<a href=\"https:\/\/www.amnestyusa.org\/wp-content\/uploads\/2018\/09\/ASA1791132018ENGLISH.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">\u2018Where Are They?\u2019&nbsp;<\/a>documented an intensifying government campaign of mass internment, intrusive surveillance, political indoctrination and forced cultural assimilation against Uyghurs, Kazakhs and other predominantly Muslim ethnic groups living in Xinjiang. Most of the detainees\u2019 families have been kept in the dark about the fate of their loved ones and are often too frightened to speak out themselves.<\/p>\n\n\n\n<p>The internment of predominantly Muslim ethnic groups in Xinjiang has intensified since March 2017, when a \u201cRegulation on De-extremification\u201d was adopted in the region. Open or even private displays of religious and cultural affiliation, including growing an \u201cabnormal\u201d beard, wearing a veil or headscarf, regular prayer, fasting or avoidance of alcohol, or possessing books or articles about Islam or Uyghur culture can be considered \u201cextremist\u201d under the regulation.
