Here, a composite image of Chinese President Xi Jinping (left) and Pakistan Prime Minister Imran Khan (right).<\/figcaption><\/figure>\n\n\n\n<p>Pakistan, China&#8217;s largest economic ally in the Muslim world, abruptly stopped censuring Beijing over its unprecedented crackdown on Muslims.<\/p>\n\n\n\n<p>The shift clearly illustrates the power of Chinese money, activists and critics say.<\/p>\n\n\n\n<p>China is facing international pressure over its treatment of the Uighurs, a majority-Muslim ethnic minority who live mainly in the northwestern region of Xinjiang.<\/p>\n\n\n\n<p>Activists accuse Chinese authorities of imprisoning up to 1 million Uighurs in&nbsp;<a href=\"https:\/\/www.businessinsider.com\/china-camps-for-muslims-look-like-jail-cells-in-purported-video-2018-11\">prison-like camps<\/a>, where detainees are reportedly forced to<a href=\"https:\/\/www.businessinsider.com\/photos-show-huge-expansion-of-china-facility-for-xinjiang-uighur-minority-2018-10\">sing hymns<\/a>&nbsp;to President Xi Jinping and renounce their religion.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><a href=\"https:\/\/www.youtube.com\/watch?time_continue=323&amp;v=uQHuOfKgNsI\"><img decoding=\"async\" src=\"https:\/\/amp.businessinsider.com\/images\/5bfd1487beb6700db210ab94-750-375.jpg\" alt=\"xinjiang yingye'er camp\"\/><\/a><figcaption>Screenshot from footage by Bitter Winter magazine purporting to show the inside of Yingye&#8217;er camp in Xinjiang, designed for China&#8217;s Uighur Muslim minority. Activists accuse Chinese authorities of imprisoning up to 1 million Uighurs in camps like this.<\/figcaption><\/figure>\n\n\n\n<p>Beijing justifies these measures as counterterrorism, and routinely calls the camps &#8220;<a href=\"https:\/\/www.businessinsider.com\/china-calls-xinjiang-uighur-detention-camps-free-vocational-training-2018-10\">&nbsp;free vocational training<\/a>,&#8221; meant to turn Uighurs into &#8220;<a href=\"https:\/\/www.businessinsider.com\/china-ambassador-muslim-uighur-crackdown-make-normal-persons-2018-11\">normal persons<\/a>.&#8221;<\/p>\n\n\n\n<p>After an initial period of silence, Muslim nations have&nbsp;<a href=\"https:\/\/www.businessinsider.com\/muslim-countries-standing-up-to-china-over-uighur-muslim-oppression-2018-12\">started to speak out about the treatment<\/a>, which has been condemned by the UN and the US, as well as by dozens of human rights groups.<\/p>\n\n\n\n<p><em class=\"\"><strong class=\"\">Read more:<\/strong><a href=\"https:\/\/www.businessinsider.com\/muslim-countries-standing-up-to-china-over-uighur-muslim-oppression-2018-12\">&nbsp;A wall of silence around China&#8217;s oppression of its Muslim minority is starting to crumble<\/a><\/em><\/p>\n\n\n\n<p>But Pakistan \u2014 where Islam is the state religion and where Muslims make up more than 90% of the population \u2014 has increasingly muted its voice on China&#8217;s human rights record in recent months.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/amp.businessinsider.com\/images\/5c1a477e2ab31e06422c61d6-750-375.jpg\" alt=\"china uighur protest\"\/><figcaption>China faces international pressure over its treatment of the Uighurs. Here, a protester wears a mask painted with the flag of East Turkestan (an alternative name for Xinjiang) and tears of blood in Brussels in April 2018.<\/figcaption><\/figure>\n\n\n\n<p>In September, it was the&nbsp;<a href=\"https:\/\/www.businessinsider.com\/pakistan-criticizes-china-over-repression-of-muslim-uighur-xinjiang-2018-9\">first country in the Muslim world<\/a>&nbsp;to censure Beijing over its treatment of the Uighurs.<\/p>\n\n\n\n<p>Pakistan&#8217;s federal minister for religious affairs, Noorul Haq Qadri, said that China&#8217;s intensive regulation of Uighur activity is fuelling extremism, rather than countering it. Beijing&#8217;s response&nbsp;<a href=\"https:\/\/tribune.com.pk\/story\/1808950\/1-china-categorically-rejects-islamabad-xinjiang-criticism-reports\/\">was to deny that the criticism even happened<\/a>.<\/p>\n\n\n\n<p>Since then, Pakistan has dramatically changed its tune.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/amp.businessinsider.com\/images\/5a4dcf3b396e3741008b4bde-750-375.jpg\" alt=\"china pakistan\"\/><figcaption>Loans and infrastructure contracts have been a lifeline to the Pakistani economy. Here, a poster showing then-Pakistani President Mamnoon Hussain (left), Chinese President Xi Jinping (center), and then-Pakistani Prime Minister Nawaz Sharif in Islamabad in April 2015.<\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">&#8216;The Chinese have been a breath of fresh air for us&#8217;<\/h2>\n\n\n\n<p>In December, Pakistan&#8217;s foreign ministry toed the Chinese line, accusing the media of &#8220;trying to sensationalize&#8221; the Xinjiang issue,&nbsp;<a href=\"https:\/\/www.scmp.com\/news\/asia\/south-asia\/article\/2178987\/muslim-pakistan-says-outcry-over-chinas-xinjiang-detention\">according to Agence France-Presse<\/a>.<\/p>\n\n\n\n<p>Mohammad Faisal, a spokesman for the ministry, echoed China on the detention camps, saying that some Pakistanis detained in Xinjiang were &#8220;undergoing voluntary training&#8221; instead.<\/p>\n\n\n\n<p>Pakistani Prime Minister&nbsp;<a href=\"https:\/\/www.businessinsider.com\/who-is-imran-khan-the-cricket-player-winning-pakistan-election-2018-2018-7\">Imran Khan<\/a>&nbsp;this week claimed &#8220;I don&#8217;t actually know much&#8221; about the situation of Muslims in Xinjiang. He&nbsp;<a href=\"https:\/\/tribune.com.pk\/story\/1808950\/1-china-categorically-rejects-islamabad-xinjiang-criticism-reports\/\">discussed<\/a>&nbsp;his country&#8217;s economic partnership with China instead.<\/p>\n\n\n\n<p>Pakistan is one of the largest recipients of Chinese aid and infrastructure contracts.&nbsp;<a href=\"https:\/\/tribune.com.pk\/story\/1880511\/1-will-continue-provide-assistance-economic-social-development-pakistan-china\/\">Loans and infrastructure contracts<\/a>&nbsp;have been a lifeline to the Pakistani economy, which faces a growing mountain of national and foreign debt.<\/p>\n\n\n\n<p>&#8220;In this doom and gloom which we inherited, the Chinese have been a breath of fresh air for us,&#8221; Khan told Turkey&#8217;s TRT World news channel. &#8220;They have been extremely helpful to us &#8230; we have these plans of reviving our economy, [and] China is going to play a huge part.&#8221;<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/pbs.twimg.com\/ext_tw_video_thumb\/1082692822036348928\/pu\/img\/i6g94fQmA0AAFIN_?format=jpg&amp;name=small\" alt=\"Embedded video\"\/><\/figure>\n\n\n\n<figure class=\"wp-block-image\"><a href=\"https:\/\/twitter.com\/nailainayat\"><img decoding=\"async\" src=\"https:\/\/pbs.twimg.com\/profile_images\/1097498845322321920\/VKzM4HqG_normal.jpg\" alt=\"\"\/><\/a><\/figure>\n\n\n\n<p><a href=\"https:\/\/twitter.com\/nailainayat\"><strong>Naila Inayat \u0928\u093e\u092f\u0932\u093e \u0907\u0928\u093e\u092f\u0924<\/strong><strong>\u2714<\/strong>@nailainayat<\/a><a href=\"https:\/\/twitter.com\/nailainayat\/status\/1082695517849731073\"><\/a><\/p>\n\n\n\n<p>Apparently PM Imran Khan &#8220;doesn\u2019t know much&#8221; about the condition of Uighur Muslims in <a href=\"https:\/\/twitter.com\/hashtag\/China?src=hash\">#China<\/a>.<a href=\"https:\/\/twitter.com\/intent\/like?tweet_id=1082695517849731073\">564<\/a><a href=\"https:\/\/twitter.com\/nailainayat\/status\/1082695517849731073\">2:48 AM &#8211; Jan 9, 2019<\/a><a href=\"https:\/\/twitter.com\/nailainayat\/status\/1082695517849731073\">383 people are talking about this<\/a><a href=\"https:\/\/support.twitter.com\/articles\/20175256\">Twitter Ads info and privacy<\/a><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">China is &#8216;buying the silence of Pakistan&#8217;<\/h2>\n\n\n\n<p>Experts have made an explicit link between Pakistan&#8217;s increasingly tepid response and its reliance on Chinese investment.<\/p>\n\n\n\n<p>Many Muslim countries have&nbsp;<a href=\"https:\/\/www.businessinsider.com\/why-muslim-countries-arent-criticizing-china-uighur-repression-2018-8?r=US&amp;IR=T\">refrained from criticizing China over its treatment of Uighurs in the past<\/a>, likely to keep Chinese investments coming, or to avoid charges of hypocrisy over their own human rights record.<\/p>\n\n\n\n<p>Pakistan is a major part of the&nbsp;<a href=\"https:\/\/www.businessinsider.com\/category\/belt-and-road-initiative\">Belt and Road Initiative<\/a>, a major Chinese project that aims to link the country to more than&nbsp;<a href=\"https:\/\/www.businessinsider.com\/what-is-belt-and-road-china-infrastructure-project-2018-1\">70 countries via infrastructure<\/a>.<\/p>\n\n\n\n<p>The China-Pakistan Economic Corridor (CPEC) \u2014 a massive,&nbsp;<a href=\"https:\/\/nation.com.pk\/12-Sep-2018\/pakistan-intensifies-contacts-with-china-after-cpec-misunderstanding\">$62 billion<\/a>partnership between the two countries consisting of transport and energy projects \u2014&nbsp;<a href=\"https:\/\/www.cfr.org\/expert-brief\/behind-chinas-gambit-pakistan\">passes directly through Xinjiang<\/a>.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/amp.businessinsider.com\/images\/5a9f851c5cc4101a008b458f-750-375.jpg\" alt=\"China-Pakistan Friendship Highway\"\/><figcaption>The China-Pakistan Economic Corridor is worth $62 billion. Here, the China-Pakistan Friendship Highway.<\/figcaption><\/figure>\n\n\n\n<p>Simone van Nieuwenhuizen, a Chinese politics researcher at University of Technology Sydney, told INSIDER: &#8220;From the Pakistani government&#8217;s perspective, it would be wary of raising concerns about human rights in Xinjiang in case this might jeopardize further negotiations.<\/p>\n\n\n\n<p>&#8220;It&#8217;s possible that Pakistan has moved towards tacit endorsement of China&#8217;s &#8216;re-education&#8217; facilities in Xinjiang because it considers the Chinese Communist Party&#8217;s justification of its Xinjiang policy \u2014 in terms of counter-terrorism and stability maintenance \u2014 as being beneficial to the security and longevity of the CPEC project,&#8221; she added.<\/p>\n\n\n\n<p>Peter Irwin, a project manager at the World Uyghur Congress in Munich, said China was &#8220;buying the silence of Pakistan.&#8221;<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/amp.businessinsider.com\/images\/5b2c4cd31ae66250008b5240-750-375.jpg\" alt=\"Xinjiang Uighur China\"\/><figcaption>A Uighur man has his beard trimmed in Kashgar, Xinjiang, in June 2017.
