The bill prohibits some imports from<\/p>\n\n\n\n<p>The United States and international partners are imposing sanctions against senior People\u2019s Republic of China officials for serious human rights abuses against Uyghurs in Xinjiang.<\/p>\n\n\n\n<p>On March 22, Secretary of State Antony Blinken announced the Global Magnitsky sanctions issued in concert with Canada, the United Kingdom and the European Union against top officials with two PRC entities that carry out Beijing\u2019s repressive policies against Uyghur and other predominantly Muslim ethnic minorities in Xinjiang.<\/p>\n\n\n\n<p>\u201cAmid growing international condemnation, the PRC continues to commit genocide and crimes against humanity in Xinjiang,\u201d&nbsp;<a href=\"https:\/\/www.state.gov\/promoting-accountability-for-human-rights-abuse-with-our-partners\/\" target=\"_blank\" rel=\"noreferrer noopener\">Blinken said<\/a>&nbsp;in a statement.&nbsp;\u201cWe will continue to stand with our allies around the world in calling for an immediate end to the PRC\u2019s crimes and for justice for the many victims.\u201d<\/p>\n\n\n\n<p>New U.S. sanctions target Chen Mingguo, director of the Xinjiang Public Security Bureau (XPSB); and Wang Junzheng, party secretary of the Xinjiang Production and Construction Corps (XPCC). The&nbsp;<a href=\"https:\/\/share.america.gov\/u-s-opposes-forced-labor-in-xinjiang\/\">XPCC answers to top PRC leaders<\/a>&nbsp;and controls 20% of economic activity in Xinjiang.https:\/\/platform.twitter.com\/embed\/Tweet.html?creatorScreenName=EmbassyTbilisi&amp;dnt=true&amp;embedId=twitter-widget-0&amp;frame=false&amp;hideCard=false&amp;hideThread=false&amp;id=1374036919592615937&amp;lang=en&amp;origin=http%3A%2F%2Fge.usembassy.gov%2Fu-s-and-international-partners-target-beijings-uyghur-oppression%2F&amp;siteScreenName=EmbassyTbilisi&amp;theme=light&amp;widgetsVersion=e1ffbdb%3A1614796141937&amp;width=500px<\/p>\n\n\n\n<p>Since 2017, the PRC has interned more than 1 million Uyghur and other Muslim minority group members in camps in Xinjiang. The campaign of repression subjects Uyghurs to&nbsp;<a href=\"https:\/\/share.america.gov\/china-leaders-expand-use-forced-labor\/\">forced labor<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/share.america.gov\/chinas-surveillance-state-an-open-air-prison-in-xinjiang\/\">mass surveillance<\/a>, as well as the&nbsp;<a href=\"https:\/\/share.america.gov\/report-ccp-conducts-sterilization-of-minority-women\/\">sterilization of minority women<\/a>, according to rights groups.<\/p>\n\n\n\n<p>\u201cThe evidence of widespread human rights abuses in Xinjiang cannot be ignored,\u201d British Foreign Secretary Dominic Raab said in a&nbsp;<a href=\"https:\/\/www.gov.uk\/government\/news\/uk-sanctions-perpetrators-of-gross-human-rights-violations-in-xinjiang-alongside-eu-canada-and-us\" target=\"_blank\" rel=\"noreferrer noopener\">March 22 statement<\/a>, announcing sanctions against four senior officials with the XPSB. \u201cWorking with our international partners we are imposing targeted sanctions to hold those responsible to account.\u201d<\/p>\n\n\n\n<p>Canadian Foreign Minister Marc Garneau called on the PRC to end its systematic campaign of repression against Uyghurs. \u201cWe remain deeply concerned by the egregious human rights violations that are taking place in Xinjiang at the hands of the Chinese state,\u201d he said in a&nbsp;<a href=\"https:\/\/www.canada.ca\/en\/global-affairs\/news\/2021\/03\/canada-joins-international-partners-in-imposing-new-sanctions-in-response-to-human-rights-violations-in-xinjiang.html\" target=\"_blank\" rel=\"noreferrer noopener\">March 22 statement<\/a>.<\/p>\n\n\n\n<p>The EU, U.K. and Canada also sanctioned several PRC entities or officials already under U.S. sanction, including the XPCC and Zhu Hailun, a former deputy party secretary in Xinjiang.<\/p>\n\n\n\n<p>The sanctions freeze assets of officials and entities and preclude travel to the U.S., U.K., EU or Canada.
