{"id":1948,"date":"2020-09-21T22:07:15","date_gmt":"2020-09-21T13:07:15","guid":{"rendered":"https:\/\/yuzb.net\/en\/?p=1948"},"modified":"2020-09-21T22:17:03","modified_gmt":"2020-09-21T13:17:03","slug":"chinese-academic-hits-out-at-pompeo-backed-xinjiang-sterilisation-report","status":"publish","type":"post","link":"http:\/\/yuzb.net\/en\/2020\/09\/21\/chinese-academic-hits-out-at-pompeo-backed-xinjiang-sterilisation-report\/","title":{"rendered":"Chinese academic hits out at Pompeo-backed Xinjiang sterilisation report"},"content":{"rendered":"\n<p><a href=\"https:\/\/www.scmp.com\/news\/china\/politics\/article\/3101481\/chinese-academic-hits-out-pompeo-backed-xinjiang-sterilisation\">https:\/\/www.scmp.com\/news\/china\/politics\/article\/3101481\/chinese-academic-hits-out-pompeo-backed-xinjiang-sterilisation<\/a><\/p>\n\n\n\n<p>A Chinese academic has countered US-backed allegations that China is using forced sterilisation against Muslims in&nbsp;<a href=\"https:\/\/www.scmp.com\/topics\/xinjiang\">Xinjiang<\/a>, saying the claims were based on \u201cfabricated facts\u201d and \u201cfalsified data\u201d.In the most detailed response to emerge from China over findings that US Secretary of State Mike&nbsp;<a href=\"https:\/\/www.scmp.com\/news\/china\/article\/3091112\/mike-pompeo-demands-china-end-reported-uygur-sterilisations-xinjiang\">Pompeo described as \u201cshocking\u201d and disturbing\u201d,<\/a>&nbsp;Xinjiang University associate professor Lin Fangfei said the claims of forced sterilisation were seriously inconsistent with China\u2019s official data.Lin\u2019s assessment, published on the university\u2019s website on Monday, comes as China faces mounting&nbsp;<a href=\"https:\/\/www.scmp.com\/economy\/china-economy\/article\/3100610\/xinjiang-apparel-groups-expect-trump-administration-blocking\">pressure from the international community over human rights<\/a>&nbsp;issues from Hong Kong to the far western region of Xinjiang.<\/p>\n\n\n\n<p>It focuses on conclusions made in a report by German researcher Adrian Zenz and published by the Washington-based Jamestown Foundation think tank in June.<\/p>\n\n\n\n<p>Pompeo cited Zenz\u2019s report \u2013 \u201cSterilisations, IUDs and coercive birth prevention: The CCP\u2019s campaign to suppress Uygur birth rates in Xinjiang\u201d \u2013 in a statement on June 29, calling all nations to \u201cjoin the US in demanding an end to these dehumanising abuses\u201d.<\/p>\n\n\n\n<p>China\u2019s foreign ministry rejected the report\u2019s findings the next day and called Pompeo a \u201cbrazen liar\u201d.<\/p>\n\n\n\n<figure class=\"wp-block-embed-youtube wp-block-embed is-type-video is-provider-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"Germany presses China on Hong Kong security law, seeks access to Uygurs in Xinjiang\" width=\"760\" height=\"428\" src=\"https:\/\/www.youtube.com\/embed\/HWhsSHes2hk?start=6&#038;feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Germany presses China on Hong Kong security law, seeks access to Uygurs in Xinjiang<\/h2>\n\n\n\n<p>In her assessment, Lin, from the university\u2019s school of politics and public administration, listed six \u201clies\u201d in Zenz\u2019s report, from population growth rates to intrauterine device checks.<\/p>\n\n\n\n<p>EVERY OTHER SATURDAYSCMP Global Impact&nbsp;NewsletterBy submitting, you consent to receiving marketing emails from SCMP. Instead, Lin said, the growth rate that year was 0.296 per cent in Hotan and 0.693 per cent in Kashgar.<\/p>\n\n\n\n<p>Zenz said the Kizilsu Kirgiz prefecture government had set an unprecedented near-zero birth rate target for 2020, but Lin said the target was 1.05 per cent, instead of the 0.105 per cent cited by Zenz.<\/p>\n\n\n\n<p>She also rejected allegations that ethnic minority women who violated family planning policies were sent to \u201cre-education camps\u201d.<\/p>\n\n\n\n<p>The United States and a United Nations human rights panel have said that up to a million people have been held in forced labour internment camps. China says the camps for Uygurs and other ethnic minority groups in Xinjiang are to contain terrorism and for vocational education.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">China sanctions US officials and Congress members in response to Xinjiang ban<\/h2>\n\n\n\n<p>Lin went on to dispute a conclusion that 80 per cent of IUD operations in China in 2018 were performed in Xinjiang, saying the proportion should be 8.7 per cent, based on official data.<\/p>\n\n\n\n<p>She also dismissed as \u201cgroundless\u201d allegations that Chinese authorities had forced Uygur women to have birth control operations and that Beijing was doubling down on a policy of Han settler colonialism.<\/p>\n\n\n\n<p>\u201cXinjiang\u2019s natural population growth rate has indeed declined since 2015. However, the decline is by no means sharp,\u201d she said. \u201cXinjiang\u2019s natural growth rate in 2018 was 0.613 per cent, higher than the nation\u2019s population growth rate of 0.381 per cent.\u201d<\/p>\n\n\n\n<p>She said the change in the fertility of ethnic minority women in Xinjiang was the result of women\u2019s changing attitudes and not the result of government policy.<\/p>\n\n\n\n<p>\u201cThis change is the significant achievement of China\u2019s gender and ethnic equality, achieved by the long-term measures of protecting women\u2019s rights and interests, and the policies of minority preferential treatment that the Chinese government has unremittingly promoted, and also closely related to the prosperous and stable social atmosphere in Xinjiang,\u201d she said.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.scmp.com\/author\/jane-cai\" class=\"\">Jane Cai<\/a><\/p>\n\n\n\n<p>Jane Cai, CFA, is the Beijing Bureau Chief of the Post.
