The bill now goes to the desk of the President to be signed into law.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is a milestone for Uyghurs. We have spent years struggling to have our voices heard. Since 2017, the Chinese government\u2019s brutal campaign of mass internment, imprisonment, and&nbsp;<a href=\"https:\/\/www.nytimes.com\/2018\/12\/16\/world\/asia\/xinjiang-china-forced-labor-camps-uighurs.html\" target=\"_blank\" rel=\"noreferrer noopener\">coerced labour<\/a>&nbsp;has traumatised our people. We have spent three years searching for our friends and relatives, watching from afar the dismantlement of our distinctive identity, and learning about systemic torture and deaths.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We also spent our time campaigning. Uyghurs across the globe stood up and overcame their fears of Chinese state retribution for speaking out. On social media, in the halls of government power, outside Chinese embassies, with the press, and in countless awareness raising events, we told the world of a cultural genocide in our homeland. With the passing of the Uyghur Human Rights Policy Act, we feel heard.<\/p>\n\n\n\n<figure><iframe loading=\"lazy\" src=\"https:\/\/a98e90e81453c2f57602c9d0892688f6.safeframe.googlesyndication.com\/safeframe\/1-0-37\/html\/container.html\" width=\"336\" height=\"280\"><\/iframe><\/figure>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/i.malaysiakini.com\/1311\/66b72045b62e37373eecf76bdbc859b8.jpeg\" alt=\"\"\/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The&nbsp;<a href=\"https:\/\/uhrp.org\/sites\/default\/files\/UHRP%20Uyghur%20HR%20Policy%20Act%20of%202020%20One-page%20summary.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">legislation<\/a>&nbsp;endorses targeted sanctions on culpable Chinese government officials and creates a mandate for reports on human rights abuses in the Uyghur region and on Chinese government harassment of Uyghurs living inside the United States. Uyghurs have a pathway to bring to account our persecutors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is now time for other countries to hear us and embark on similar actions. Muslim-majority countries must break their silence on Chinese state repression of Uyghurs. Malaysia can take the lead.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Malaysia has witnessed a growing outspokenness on the Uyghur crisis. Late last year, the Muslim Youth Movement Malaysia (Abim) urged the Chinese government to stop \u201c<a href=\"https:\/\/www.malaymail.com\/news\/malaysia\/2019\/12\/31\/visit-xinjiang-ourselves-stop-playing-propaganda-with-uighurs-malaysian-mus\/1823498\" target=\"_blank\" rel=\"noreferrer noopener\">playing with political propaganda<\/a>\u201d inside Malaysia about conditions for Uyghurs, adding the abuses are well documented.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Furthermore, the Malaysian government&nbsp;<a href=\"https:\/\/www.rfa.org\/english\/news\/uyghur\/uyghur-malaysia-12312019062451.html\" target=\"_blank\" rel=\"noreferrer noopener\">appointed<\/a>&nbsp;the International Institute of Islamic Thought and Civilization to examine reports of Chinese government repression in the Uyghur region. We need to publicly hear the outcome of this investigation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As the executive director of the&nbsp;<a href=\"https:\/\/uhrp.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Uyghur Human Rights Project<\/a>, an organisation dedicated to documenting rights abuses targeting Uyghurs and advocating for change, I welcome these developments in Malaysia. Uyghurs understand that states like Malaysia must deal with China, especially as we deal with the Covid-19 pandemic.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/i.ncdn.xyz\/publisher-c1a3f893382d2b2f8a9aa22a654d9c97\/2019\/12\/c3c809278eae0915f8c4a3295c52d182.jpg\" alt=\"\"\/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">We also believe that states like Malaysia can take a lead in advocating for justice and freedom from persecution. Often when discussing China, observers claim some governments bury their values for the sake of economic promises. Malaysia can demonstrate that values can be at the forefront of relations with China and maintain national interest.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>An existential fight<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Uyghur people are still in an existential fight for their ethno-religious identity. An academic has&nbsp;<a href=\"https:\/\/www.nytimes.com\/2019\/11\/24\/opinion\/china-xinjiang-files.html\" target=\"_blank\" rel=\"noreferrer noopener\">estimated<\/a>&nbsp;that up to 1.8 million Uyghurs may have been interned in camps since 2017. The reports of a system that is diversifying its repression are shocking.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One&nbsp;<a href=\"https:\/\/www.nytimes.com\/2019\/08\/31\/world\/asia\/xinjiang-china-uighurs-prisons.html\" target=\"_blank\" rel=\"noreferrer noopener\">notes<\/a>&nbsp;how in 2017 alone prison sentences increased 10 times on the previous year. Another&nbsp;<a href=\"https:\/\/www.nytimes.com\/2019\/12\/28\/world\/asia\/china-xinjiang-children-boarding-schools.html\" target=\"_blank\" rel=\"noreferrer noopener\">describes<\/a>&nbsp;how: \u201cNearly a half million children have been separated from their families and placed in boarding schools.\u201d Camp survivors give<a href=\"https:\/\/www.washingtonexaminer.com\/news\/your-god-is-xi-jinping-uighurs-mocked-and-tortured-in-chinese-internment-camps-for-their-faith\" target=\"_blank\" rel=\"noreferrer noopener\">&nbsp;accounts<\/a>&nbsp;of indoctrination designed to curb Uyghurs\u2019 religious beliefs and language, cornerstones of their distinctiveness.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Malaysian civil society has made its feelings known about the Uyghur crisis. In addition to Abim, others have spoken out. The&nbsp;<a href=\"https:\/\/www.malaysianbar.org.my\/\" target=\"_blank\" rel=\"noreferrer noopener\">Malaysian Bar Council<\/a>&nbsp;has pointed out the repression facing Uyghurs in China.&nbsp;<a href=\"http:\/\/www.tenaganita.net\/news-and-press-releases\/news\/hope-for-refugees-in-the-new-malaysia\/\" target=\"_blank\" rel=\"noreferrer noopener\">Tenaganita<\/a>&nbsp;called for \u201cprotection and compassion\u201d for Uyghurs, saying that they \u201care now one of the most persecuted groups in the world.\u201d There have been&nbsp;<a href=\"https:\/\/www.aljazeera.com\/news\/2019\/12\/muslim-boycott-chinese-products-urged-uighur-treatment-191220122039763.html\" target=\"_blank\" rel=\"noreferrer noopener\">calls<\/a>&nbsp;from the top Islamic jurist in Perlis state and&nbsp;<a href=\"https:\/\/www.scmp.com\/week-asia\/politics\/article\/3042877\/mahathirs-malaysia-chinas-pr-blitz-uygurs-sparks-anger-among?fbclid=IwAR2fj85q733Gimil2MVx2ILFTC2EaYH86FjwNuLj64rWX1XGEH67rbghcvc\" target=\"_blank\" rel=\"noreferrer noopener\">Malaysian intellectuals<\/a>&nbsp;for more pressure to be exerted on China and to resist Beijing\u2019s disinformation in Malaysia about the Uyghur crisis.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There are small signs the Malaysian government is losing patience. Then prime minister Mahathir Mohamed&nbsp;<a href=\"https:\/\/www.aa.com.tr\/en\/asia-pacific\/malaysia-not-to-extradite-uighurs-seeking-asylum-\/1685812\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a>&nbsp;his administration would not extradite Uyghurs seeking asylum in Malaysia on the grounds that they are not \u201cfairly protected\u201d in China. Malaysia has a record of guaranteeing Uyghurs\u2019 safety. In October 2018, Malaysia&nbsp;<a href=\"https:\/\/www.reuters.com\/article\/us-malaysia-uighurs\/defying-china-malaysia-releases-uighur-detainees-idUSKCN1ML1LH\" target=\"_blank\" rel=\"noreferrer noopener\">released<\/a>&nbsp;11 Uyghur refugees to Turkey, after dropping immigration-related charges. Mahathir&nbsp;<a href=\"https:\/\/www.reuters.com\/article\/us-malaysia-uighurs\/malaysias-mahathir-says-uighurs-released-because-they-did-nothing-wrong-idUSKCN1MP09J\" target=\"_blank\" rel=\"noreferrer noopener\">commented<\/a>: \u201cThey have done nothing wrong in this country, so they are released.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/i.malaysiakini.com\/1311\/a9f2ef8fee87d432a112e1fb4ef1739a.jpeg\" alt=\"\"\/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">All these actions have been undertaken because Malaysians believe in freedom and justice. These are values Malaysians are willing to defend. The people of Malaysia know what is at stake. To speak out on the Uyghur crisis is to push back against the imposition of Chinese Communist Party values that Chinese diplomats, media, and political leaders are&nbsp;<a href=\"https:\/\/foreignpolicy.com\/2020\/04\/15\/chinese-embassies-embrace-aggressive-diplomacy-coronavirus-pandemic-misinformation\/\" target=\"_blank\" rel=\"noreferrer noopener\">aggressively promoting<\/a>&nbsp;across the globe.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What the Chinese party-state is proposing is an authoritarianism that offers a narrow definition on freedom of religion, speech and privacy. Any real or perceived opponent is suppressed extrajudicially or in the biased criminal system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Malaysia can make a difference and not just in its bilateral relations with China. It is an influential player among Muslim-majority states and in Southeast Asia. Its voice carries weight in multilateral organisations.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There are signs of concern about the intense repressive turn in the Uyghur region among Muslim-majority states, but it is not enough. Whether it is protestors in Indonesia and Turkey, members of parliament in Kuwait, or Bahrain\u2019s Council of Representatives, leadership on the Uyghur crisis from Muslim states will make an impact on how China treats Uyghurs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Image is everything in Beijing as it embarks on policies of global influence. Malaysia\u2019s direction and reminders to China that the values of justice and freedom cannot be conveniently put aside in this pursuit is part of the solution to ending the Uyghur nightmare.
